Subject: The complaint against Police Commissioner VC Sajjanar and the Chief Minister of Telangana State, Mr. Kalvakuntla Chandrashekar Rao, for killing rape accused Mohammed Arif, Chintakunta Chennakeshavulu, Jolu Shiva, and Jollu Naveen in a fake encounter on December 6, 2019.

 

India actively participated in the formation of the 9 December 1948 Genocide Convention or Convention on the Prevention and Punishment of the Crime of Genocide. India became a signatory state to the convention on November 29, 1949 and ratified it in 1959. India was also a signatory state to the 1948 Universal Declaration of Human Rights (UDHR). The Constitution of India was highly influenced by the 1948 Universal Declaration of Human Rights. India's ratification date is April 10, 1979. India was also part of the International Covenant on Economic, Social, and Cultural Rights (ratification date for India: 10 Apr 1979). And also part of the Convention on the Rights of the Child (ratification date for India: 11 Dec 1992). It was also part of the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) (ratification date for India: 09 Jul 1993).

 

However, India signed, ratified, and declared the United Nations conventions and covenants such as 1948 Genocide Convention as well as the 1948 Universal Declaration of Human Rights. The ground reality of the State of India is quite the opposite of it. You are encouraging state-sponsored killings of innocent daily-wage suspected labourers in which your constitutionally elected law members of parliament and legislative assembly members, state chief ministers, and law and order officials are becoming part of crimes against humanity.

 

The recent massacre of so-called suspected rapists of veterinary doctor Dr. Priyanka Reddy or so-called Disha, Mohammed Arif, Chintakunta Chennakeshavulu, Jolu Shiva, and Jollu Naveen were killed by Police Commissioner Mr. Sajjanar and his police team on the orders of the Chief Minister of Telangana State, Mr. Kalvakuntla Chandrashekar Rao on December 6, 2019. The extra-judicial killing of four accused is an international violation of the 1948 Genocide Prevention Convention as well as an international violation of the 1948 Universal Declaration of Human Rights, to which India was a signatory and ratified and declared state.

 

Hence, we global human rights voices, progressive intellectuals, writers, scholars, philosophers, poets, activists, theorists request you to take necessary legal action against Police Commissioner Mr. VC Sajjanar and his police team and the Chief Minister of Telangana State, Mr. Kalvakuntla Chandrashekar Rao, for killing daily wage labourers, Mohammed Arif, Chintakunta Chennakeshavulu, Jolu Shiva, and Jollu Naveen in the Hyderabad massacre on December 6, 2019.

 

Mr. Kalvakuntla Chandrashekar Rao, Mr. VC Sajjanar, etc., have a long history of extra-judicial killings of mass. We should not forget the Gujarat massacre in which at least 2000 religious minorities have been killed and raped during your chief ministership of Gujarat. We hope that justice will be served to the victims' families according to international law.

 

I hope you will follow the George Floyd case trail so that Mr. VC Sajjanar and his police team, the Chief Minister of Telangana State, Mr. Kalvakuntla Chandrashekar Rao, and the Gujarat genocide masterminds will not escape their heinous crime.

 

We hope that the Indian State will not encourage such heinous activities or crimes against humanity in the future, and that India will commit to international law by protecting the lives of untouchables, sexual minorities, Africans, weaker sections, women, progressive writers, critics, activists, atheists, scientists, intellectuals, minorities, and children, as well as the truth and justice in India.

 

Let me wind up by saying John Rawls' words on this occasion that truth and justice should be everyday activities of human beings or states. You can’t compromise with truth and justice in the name of caste, religion, faith, region, gender, class, race, majority, purity and impurity, vote bank politics, corruption, personal or professional profits etc.

 

I hope India will uphold truth, justice, 1948 Genocide Convention as well as the 1948 Universal Declaration of Human Rights in its everyday life.

 

There will be no death penalty, extrajudicial killings, or judicial killings. Judicial killing is a crime against constitutional morality, and extrajudicial killing is a crime against humanity. Even criminals have the right to life in prison. Dr. Suryaraju Mattimalla
